HomeMy WebLinkAbout20120420Decision Memo.pdfDECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: KARL KLEIN DEPUTY ATTORNEY GENERAL DATE: APRIL 17, 2012 SUBJECT: IDAHO POWER’S APPLICATION TO REVISE DEPRECIATION RATES AND INCREASE BASE RATES, CASE NO. IPC-E-12-08 On February 15, 2012, Idaho Power Company applied to the Commission to (1) revise the Company’s depreciation rates for electric plant-in-service, and (2) increase corresponding Idaho base rates. The Company said its proposal will result in an overall increase of $2,656,213, or 0.31 percent, for all customer classes. The Company asked that the rate changes take effect on June 1, 2012. The Commission subsequently set a 14-day intervention deadline and an April 5, 2012 public workshop. See Order No. 32478. At the workshop, Staff, the Company, and sole intervenor Micron Technology, Inc. agreed that the case should be processed under Modified Procedure with settlement conferences beginning at 9:00 a.m. MST on April 23 and May 10, 2012; comments due May 25, 2012; the Company’s reply (if any) due June 8, 2012. The parties also agreed that if the initial Comments support a settlement stipulation, the parties would anticipate an Order with a June 1, 2012 effective date; however, if there is no settlement stipulation, then the proposed June 1 effective date would be suspended until July 1, 2012, or when Company’s Langley Gulch power plant is used to provide electric service to customers, whichever is later.
