Green Building Council Idaho Chapter On Idaho Power~ s Proposal for New Pricing Options for Customers Time Variant Pricing Case No.IPC-E-12-0S March 14~ 2012 USGBC Idaho appreciates the opportunity to submit these comments to the Idaho Public Utilities Commission in docket IPC-E-12-0S~ Idaho Power Company~ s request to make available new pricing options for its customers via ItTime Variant Pricing". The U.S. Green Building Council Idaho Chapter seeks to promote energy efficient design~ building~ construction and operation through education and community engagement. Our organization is made up of a diverse group of individuals in the building industry ranging from architects~ landscape designers~ engineers~ contractors~ government officials~ product manufacturers ~ students ~ developers ~ interior designers ~ building operators ~ appraisers ~ real estate agents and more. USGBC Idaho supports the time variant pricing plan submitted by Idaho Power because we believe it will advance energy efficiency and reduce the utility~s need to purchase expensive power on the open market to meet high peak demand. We agree that the program should include information for electric vehicle owners because while we are supportive of expanded electric vehicle use~ we understand that the timing of charging is important to reduce peak demand and keep rates low for the public. We encourage Idaho Power to promote the program aggressively to get enough of their customers to participate and have an impact on peak demand. While bill inserts are a good place to start promoting the program but believe that separate mailers and media campaign support would be much more effective in reaching the necessary audience.
