I wish it was the pricing for the entire service area. This is just common sense and would help us avoid building new costly power plants to meet peak demand. It is an excellent approach to controlling long- term costs. It i s time to have prices reflect fluctuations in demand during the day - that 's the free market at work creating an economically efficient society. The press release from the PUC states: i When applied to a large number of customers , shifting demand on Idaho Power's system away from on-peak hours can reduce power supply expense to the utility and delay or eliminate the need to build new power plants, all of which reduces expense for customers, even those who don't directly participate in the program. i I agree with this statement from the PUC. My comments are as follows: Idaho Power and the other regulated utilities should all move to a time of use billing system wide as quickly as possible. I believe once this system is in place it will help with the valuation of generation from all sources, including PURPA contracts. I would encourage Idaho Power, the other regulated utili ties, and the PUC to consider increasing the spread between the peak pricing and non-peak pricing. The proposed spread does not appear to be great enough to get most benefit of the program. Thank you for your consideration.
