Hoku has to be kidding. How can a project that cost $360JØØ0J000 not have the capitilization
in place to cover start up costs? The argument that it is depending on cash flow to cover
start up costs is ludicrous. It is however perhaps indicative of the condition of the capital
investment process worldwide. It is still not Idaho Power' s responsibility to be surrogate
capital resource.
