As an Idaho small business owner, I feel strongly that our state should support the right
kinds of projects to help utility companies meet our power needs.
Some projects don't make sense, but others do. That's why I urge you to approve the agreement
between Dynamis Energy and Idaho Power, which will allow those companies to move forward with
a waste-to-energy project at the Ada County Landfill.
This project puts the kind of scheduled peaking power we need in southern Idaho at the place
we most need it: In the heart of the Treasure Valley. Fewer transmission lines means lower .
overall power costs, something critical for keeping small businesses like mine profitable and
creating good Idaho jobs.
I've seen the Dynamis project criticized over the cost to taxpayers, and those arguments
clearly do not make sense. I know from our company's work that the Public Utilities
Commission will make sure the rates are fair and will be no more than what we would have paid
had Idaho Power themselves built a new plant.
It is also the right price, costing ratepayers no more than the same price they would pay if
Idaho Power itself built a new plant.
I am not involved with the Dynamis project, but I am very familiar with the industry. My
company manufactures and repairs parts for turbines and other energy applications.
Companies like mine survive and thrive when companies like Dynamis take the plunge and try
something new. It creates jobs, it creates enthusiasm and it creates momentum for our economy
thanks to local construction, local taxes and support for local businesses.
I urge you to support the application from Dynamis and Idaho Power.

I am an executive for a technology company based in Boise. Our company was founded here in
Idaho, and we remain committed to keeping our business here, despite invitations to relocate
elsewhere.
We stay here because our employees value Idaho's great quality of life and because our
company values the qualities that make this community a great place to do business. It's a
good place to innovate, and it rewards those who put their own skin in the game in order to
add real value to the overall economy.
My friends at Dynamis Energy are a great example of those same qualities. They had an idea
and found a way to make it work. They followed the rules set forth by federal law and by
Idaho law. They worked carefully and closely with Idaho Power to negotiate the agreement now
before you. And they developed a business plan I am confident will be successful.
One of the reasons so many successful businesses choose to stay here in Idaho is because of
our low energy costs. Thanks in part to the excellent work of your commission, businesses
such as mine can count on stable, consistent, low prices for power.
The Dynamis project will help that continue. It is my understanding that the agreement
between Idaho Power and Dynamis guarantees that ratepayers such as my company will not pay
more than they would have paid for the power plants Idaho Power is sure to build in the
future.
When that is combined with the positive benefits this project brings - waste-to-power
generating energy at the peak moments we need it most - it merits support and, I hope, your
approval.

I am the CEO of Rule Steel Tanks, Inc., a Canyon County company that manufactures large
machines capable of grinding everything from tires, to landfill waste as well as woody
biomass. One of the best applications for our products is the kind of waste-to-energy
projects proposed by Dynamis Energy and Idaho Power.
Over the last several years I have had the chance to travel around the world and observe some
of the issues other,communities have with their landfill waste. Whether it is a massive,
growing city in China or a small island community in Hawaii without room to grow, communities
face serious problems. At the same time those communi ties are looking for ways to keep their
energy costs low and provide more power to more people.
Dynamis has found a solution to both those problems, and they want to grow their company
right here in Idaho. We have a solution here in Ada County that can be transported to the
world. What a great opportunity.
Make no mistake... this technology works. It has great potential to be another Idaho success
story.
We need to make sure the first chapter of their success story is right here in Idaho. The
agreement for consideration represents careful work by both Dynamis and Idaho Power.
However, it also represents jobs for companies such as mine and lower energy costs for Idaho
ratepayers.
The aforementioned are just some of the reasons why I support the application from Idaho
Power for approval of a power purchase agreement with Dynamis Energy. I urge you to approve
the agreement and validate the hard work by both parties in developing a plan that not only
meets the requirements of state and federal rules, but also shows strong potential benefit
for Idaho.

That is why this project is a cwin' for everyone involved. It will bring jobs and resources
to this area. It is good for the Treasure Valley and good for Idaho to have them here and for
this project to be built here.
This project will get rid of trash with minimal emissions. It is a great solution to several
problems. Their technology means we not only ease the pressure that comes from the waste
generated by our growing community, but also that we can ease the pressure on our local power
supply at the peak moments when it matters most.
This project does not have the hoopla and problems associated with nuclear. It does not have
the controversy of natural gas. It does not have the policy problems associated with wind.
It's pretty simple - you get rid of trash and you generate power that is cheap and clean. As
a business owner and Idaho consumer of energy, that is something I support 100 percent.

My company has contracted to Dynamis in the past, and we hope to do so in the future. Their
decision to push through this project speaks not only to their vision for using waste-to-
power technology, but also their desire to do it in their home state for the benefit of their

I am proud to say that my company and our employees are involved in the project Dynamis
Energy has proposed at the Ada County Landfill. We manufacture a variety of steel products,
including waste containers and other items that will be used as part of the proposed waste-to-energy plant.
I was born and raised in Idaho and am pleased to say that Rule Steel is a homegrown company,
headquartered in Caldwell. And we are proud to associate with other Idaho entrepreneurs
who, like us, are trying to build and business, create some jobs and give back to their
community.
As a president and corporate officer of Rule Steel and other Idaho corporations, I feel every
day the need our nation has to move into a new approach to energy. We l ve got to wean
ourselves off of the things that cause us problems while lining ourselves up' to be more
energy-efficient as a nation.
Our business is involved with other companies seeking to develop waste-to-energy projects,
but we are more deeply engaged with Dynamis than we are with anyone else. They are ahead of
the curve and ahead of the industry.
As I have learned about this project and the detailed negotiations that went into it, I came
away impressed with some of the provisions. Specifically, the decision by both Dynamis and
Idaho Power to split the renewable energy credits rather than fight over those credits speaks
to quality of the company and the people involved.
We know from our business that there is a lot of trash out there, and that we need to find a
way to use it. When it goes right into the landfill it is buried underground as a problem
that is easy to forget. But if we can reduce the amount of trash and the need for the space
it takes up by using a smart solution that provides cheap, clean power, then that is a
solution we have an obligation to implement.
In short, what Dynamis wants to do would be wonderful for all of us and I urge you to approve
the proposed agreement between them and Idaho Power.
