Over the past three years, we have worked together to build broad support from elected officials and community leaders who recognize that this project fits our future energy needs while being reflective of our public policy goals. During the debate last year over al ternati ve energy tax credits , it became clear to me that people see the Dynamis Project in a different light than they may view others. That is in part due to the unique nature of how Dynamis and Idaho Power have worked together to negotiate the power-purchase agreement currently before you for consideration. This plant and the agreement are both in the public' s interest. As with any new project, ratepayers will absorb some of the costs. However, I am confident that Idaho Power determined a cost that ensures it will cost ratepayers not one penny more than what they would have paid for an Idaho Power-constructed facility with similar load. On a personal level I have come to understand and believe in the need for our society to take advantage of ways we can turn household waste into energy. Over time these methods can significantly reduce the growth of our landfill and minimize impacts of burying our waste. Dynamis wants to build a small power plant here locally, creating local jobs and creating energy where the energy is going to be used. It's just the kind of project Idaho wants and needs, and I hope it meets your standards for approval. Our communities - including Eagle, where I live - are attractive to businesses in part because of our low energy costs, stable supply and top-notch service from regulators and providers alike. As a past director of the Boise Metro Chamber of Commerce and as a board member of the Boise Valley Economic Partnership, I see huge potential in our state's approach to energy. That is why I am excited by and strongly support the work of my friends at Dynamis Energy. Al though I am not involved in the proj ect, I have been fortunate to work in the past with people who are making it happen. They have kept me informed, and I am impressed by what I hear. Their technology is ahead of the curve. It is great for the environment and will help this valley meet its energy needs well into the future. Also ahead of the curve was the negotiation over the rate that consumers will pay. There's been a lot of debate in the news over Renewable Energy Credits, but I am informed that this project does not have that issue thanks to the work between Dynamis and Idaho Power. I can also attest to the shot in the arm that this project will be for our local economy. The jobs created, the revenue generated and the tax base built by the work between Dynamis and Idaho Power is good for us all. I hope you will approve the agreement and allow this project to move forward for the good of this valley and businesses like mine. I do not have a business interest in the project, but I am close friends with some of the people who have put their own skin in the game to start a new Idaho business focused on helping us meet the community' s collective energy needs. I strongly support their vision of building a facility, building job creation and building opportunities through the construction and ongoing operation of this project. This is a win -win proj ect for our community. The agreement between Idaho Power and Dynamis, combined with the agreement between Dynamis and Ada County, means we can utilize unused resources to power Idaho homes and businesses. All the brains of the business are here in Idaho. As new technologies are required, new solutions are needed and new approaches are proposed, Idaho workers at an Idaho company will be called upon to find the answers. That is exciting for our state and good for our economy. Dynamis will find ways to make these kinds of energy projects smoother, better and more easily able to overcome obstacles to integrating alternative energy into our current power systems. The Dynamis project will all serve as an incubator for similar projects around the country. It has the potential to help this company grow beyond Idaho while keeping the jobs, economic development and tax revenue here at home. I know that your commission must consider only a specific set of criteria. But I know you recognized the potential this project has for our broader discussion of energy in the western Uni ted States. Allover our nation, communi ties are struggling with how to reduce the cost of energy while at the same time, on a parallel course, find ways to deal with landfills expanding exponentially due to population growth. From small, remote communities to large military bases overseas, waste-to-power projects have amazing potential, and we can maximize that potential right here in Idaho. This type of project would be useful anyplace there is a concentration of people but a lack of infrastructure. (c Finally, I want to highlight the personal integrity of the principles behind this project. The challenging state of the economy has forced this project through many ups and downs, but the people involved never lost sight of their vision for marrying smart business principles with meeting the public' s energy needs and goals. The company is run by people with enormous personal integrity and with a commitment to keeping their word, and I hope that can be considered as you contemplate approval of this project. Their diligence to make this project work for the long term means that it will be a great Idaho success story once it is up and running. It will multiply on its own, with the benefits staying right here in Idaho. It is always hard to be the first one to step up and put something like this into play, but Dynamis Energy is doing it right and they deserve our support.
