HomeMy WebLinkAbout20120210Decision Memo.pdfDECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER REDFORD COMMISSIONER SMITH COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: WELDON STUTZMAN DEPUTY ATTORNEY GENERAL DATE: FEBRUARY 3, 2012 SUBJECT: IDAHO POWER COMPANY’S APPLICATION TO CONVERT ITS FIXED COST ADJUSTMENT FROM A PILOT SCHEDULE TO A PERMANENT SCHEDULE, CASE NO. IPC-E-11-19 On October 29, 2011, Idaho Power Company filed an Application requesting a Commission order to convert the Company’s current Schedule 54 – Fixed Cost Adjustment (FCA) – from a pilot program to a permanent schedule. The current FCA is a pilot program originally approved by the Commission in Order No. 30267, Case No. IPC-E-04-15, and is set to expire as of December 31, 2011. On November 2, 2011, the Commission issued a Notice of Application and Notice of Intervention Deadline. The parties held a scheduling meeting on January 27, 2012, and now recommend the Commission process the Company’s Application by Modified Procedure. The parties propose a comment deadline of March 1, 2012, for initial comments, and a reply comment period through March 15, 2012. Staff recommends the Commission issue a Notice of Modified Procedure establishing a comment period through March 1, 2012, and a reply comment period through March 15, 2012. COMMISSION DECISION Should the Commission issue a Notice of Modified Procedure establishing a comment period and a reply period to process the Company’s Application?
