Dear Mr. Kjellander:
This letter is in response to the comments of the commission staff dated September 20, 2011,
regarding the staff recommendation that the Agreement be applied to projects implemented after
the date of the Commission Order approving creation ofthe dedicated fud held by Idaho Power.
Due to the ARRA time constraints, the Offce of Energy Resources began the energy efficiency
upgrades at the school buildings this summer. Prior to the project upgrades, the Offce of Energy
Resources was in close contact with Idaho Power Company to ensure that program requirements
were being met. As the Offce of Energy Resources has followed Idaho Power Company's
existing rules for the operation of the incentive program, we therefore, request that any qualifYing
dates be determed by Idaho Power Company and the Offce of Energy Resources.
