While I don't have specific comments on this case, I have thought about the concept of
regulation of monopolies. It is true that the commission is regulating a monopoly in terms of
power sales, but it is also regulating a monopsony in that Idaho Power is in much of Idaho
the only buyer of a product of Idaho citizens may want to sell and produce. The commission i s
duty includes regulating a monopsony.
