Idaho Power' s complaint is unsupportable and the IPUC' s juristiction does not extend to
Oregon.
If Idaho Power does not want to acquire additional wind energy they should have pursued the
same remedy they pursue and were granted by the IPUC in Idaho. But they did not and they do
not have a legitimate excuse for not doing so. Consequently they must abide by PURPA
regulations and the State of Oregon regulations.
It is dissapointing that Idaho Power, Idaho State government and regulatory bodies have
managed to litigate and regulated themselves into the position that they do not accept wind
energy based on PURPA regulations.
Fortunatly for these two wind energy resources they have the option of develpong and
providing renewable wind energy to Oregon energy consumers. The Idaho Power and the IPUC
under current Federal and Sate regulations cannot deny them that opportunity.
