Let me see if I understand the rate increase request. IPC has over the years repeatedly
'begged' its ratepayers to conserve, conserve, conserve. They even tell you how to conserve.
They give rebates for installing extra insulation, do heat loss studies on your home if
requested, urge you to get rid of energy sucking appliances, offer $30 rebates if you get rid
of a working refrigerator or freezer, etc. So finally the consumers start conserving, buying
new energy efficient appliances, changing to more energy efficient light bulbs, etc. What
did they expect would happen when everyone started conserving? That they were going to make
more money? As far as needing money to update/upgrade or add more water lines, what are they
doing with the money they are claiming annually as 'depreciation expense'? Unless the basic
general rules of accounting have changed over time, the purpose of allowing a tax deduction
for 'depreciation' was to allow, theoretically J those monies to be set aside to
replace/repair/updatè those items being depreciated. Did I miss something when I took
accounting in college?
I wish I could get a raise in income every time I wanted or needed something new, or needed
to repair/replace something in my home. The greedy corporations still don't 'get it', i.e.
that the public in general is tired of having to live on a budget only to find that
corporations, businesses, etc. do not need to live on a budget. They have only to start
crying that they need to raise rates/prices and apparently believe that money does grow on
trees. When is enough of a profit enough? While I really didn't like our long cold, wet
winter and spring, I am thankful that Mother Nature tried to help us, the ratepayer, out a
little bit. Thanks to a cooler spring and short summer, I only had to run my air conditioner
for a short time. I never run it at night anyway, but I only had to turn it on a couple of
times this summer. That saved me a substantial amount of money for the summer months. I
have done all the things that IPC urged ratepayers to do, i. e., went to more efficient
appliances, added additional insulation to my attic space J installed new windows, insulation
and siding to my house, changed out all my lightbulbs, etc.
I urge the Commission to deny this ridiculous request J especially with the current state of
the economy

The request for a rate hike should be denied. There are senior citizens that are having
difficulty in getting by on having funds to get by right now during the these tough times.
Idaho Power should have their heads examined for even proposing such a raise at this time.

Rate of return could be reduced significantly in today' s financial marketplace especially
since it is guaranteed that we have to pay our power bills. If rates of return in the future
on other financial instruments go up Commission has the power to raise in the future but a
little share the pain is in order now especially in light of Idaho Power's recent earnings
report.
I also object in the strongest terms to the hike in service fees which come on top of a hike
in franchise fees that Nampa has recently obtained.

Idaho Power will make over $40MM in net profit this year. How much is enough? We have been
hi t with all manner of rate increases that are not reflected in the cost per KWH as other
costs on our bills. I am retired and on a fixed income and it is hard enough to make ends
meet as it is. I understand Idaho Power can get a guaranteed 9.2% net profit no matter how
poorly they manage things. This seems rather odd to me. Does the IPUC audit the efficiency
of how the company is managed or does Idaho Power simply turn in numbers and you folks grant
rate increases? I do appreciate how Idaho Power responds to power outages in my area. They
do a really good job in this respect.
Power costs on the open market are around $27-$30/MWH. Perhaps they should reconsider the
Dynamis boondoggle at the Ada County Landfill where they will pay Dynamis $92. 35/MWH.

Idaho. Do they actually have sufficient information to justify this amount or is it a ploy
to ask for much and have it reduced to what would satisfy?

I live on a fixed income. I am 72 years old,where does it end?You are makeing record
profits now,so what is your point. More profit,or just plain greed?The way the econemy is
now, I personally think you are makeing the wrong proposal to even ask for a rate hike and
think you should be ashamed that you have. I know your share holders expect and deserve a
profit how much I do not know. But you should consider the people you are hurting, especially
