Dear Commissioners and Staff,
Thank you for holding the after hours workshop for the public. It was nicely done.
I am in favor of the proposed rate increases and how the increases are spread across the
different rate classes. It has been too long for a general rate increase for Idaho Power.
I am ok with not raising the residential rates in the 3rd tier in the non-summer only.
I do believe the 25% increase in the residential customer charge is too large. Unless the
utility can prove billing costs have increased that much I would suggest a lØ% increase in
the customer charge and the rest of the increase be put in the use charge.
I believe now that the AMI meters are installed that time of use metering and billing should
be required by the PUC. It will help educate the customer base the true cost of power at
di fferent times of the day. It will also enable the customers to shift their use to save
money. This time of use metering should also apply to net-metering customers. At the times
the net-metering customer is feeding power into the grid that customer should be getting
credit at that time of use rate.

RE:THE NEWEST IPCO REQUEST IS FOR A iø% RATE INCREASE..
I BELIEVE THAT IT IS TIME FOR THE IPUC TO CONSIDER MAKING OUR POWER GRID IN IDAHO (OPERATED
BY IDAHO POWER) A STATE RUN CO-OP OWNED BY THE STATE OF IDAHO. THE REASONS ARE NUMEROUS. .BUT
THE BIG ONE; IS RAISING THE COST OF ENERGY DURING A MAJOR DOWN TURN IN THE ECONOMY, WITH NO
RECOVERY INSIGHT. NO NEED ELABORATING FURTHER.
