No one I know or work with has had a pay increase in over 6 years. In that time your rates
have increased, and gas, groceries, water, has increased 220%. We simply can not keep paying
you increased fees for your services, and we will be forced into wind or solar 's, ONE TIME
FEE, to manage our budgets so that we can eat, get to work, and still see at night. You are
giving us no choice but to leave you. What will your stock holders say when you start to
lose customers at an ever increasing rate?

To the Entire PUC Commission,
Thank you for this forum to express my concerns about the upcoming vote on rate increases for
our water and power services. (The only choices we have as consumers are these two
companies.) All that I have read about and listened to about both increases, demonstrate NO
need for these increases. Idaho Power and United water should be sitting very well with the
extremely high streams and dams this winter, spring and summer and this fall, and benefit
greatly from the supply of water as well as the increase of power from the increased water
for each utility.
The PUC just hasn i t got a record of an impartial and through review of need for increases and
ability to pay by patrons. It is high time you look at the decline of income over the last
four years in Idaho not to mention' the unemployment rate... Twenty + years ago the PUC had an
excellent reputation of being fair, honest, non-biased, independent and used all the facts to
come to a decision. They stood up to the utilities when needed.
This decision is very important for MOST ALL of the people of Idaho who will suffer from lack
of heat and use of water from these unnecessary increase in rates.
I am a senior citizen and like so many on a solo and fixed income as well as the working poor
and low income people, and want to pay their bills. MANY Idahoans will be unable to afford
these untimely and unwarranted increases in monthly power and water fees.
Please consider my input as well as many others who are counting on you to do the right thing
and deny the requests of United Water and Idaho Power. 20% & 10% is excessive...

According to information I have read:
1. Idaho Power wants to hike its rates on MY electric bill by 8.83%! AND 2. Push to make
permanent a little known measure called a "Fixed Cost Adjustment, JJ which automatically SHIFT
ANY SHORTCOMINGS in energy sales onto ME, the consumer, while ALWAYS guaranteeing the utility
company A PROFIT!!! AND
3. ALSO that Idaho Power wants to hike MY customer service charge by $1!
IDAHO POWER WANTS TO BECOME LIKE THE OIL INDUSTRY AND RIP OFF THE CONSUMERS WHILE ENSURING
THEIR PROFITS CONTINUE TO SOAR! The working class struggles to pay for BASICS, but Idaho
Power wants more and more PROFITS!
PLEASE STOP THE MADNESS!!!

Now is not the time to raise utility rates. It may never be the time. Idaho power asks for
rate increases during good water years and during poor water years. It seems they are
interested in profits instead of providing low cost service

As a retired school teacher on a fixed income, it becomes extremely difficult to exist in
the face of double-digit rate hikes on residential power rates. With the economy' s employment
doldrums, a continuing housing market crisis, and rising prices for nearly all consumer
items , it seems poor if not unconscionable policy to approve such a utility rate hike now.
Gi ven our present state of affairs, it would be fairer to postpone the utility's requested
rate hike until economic health, in general, rebounds. Please do not force seniors and all
citizens who are currently struggling to make ends meet to have to contend with even higher
electric utility
costs.
