Wi th Many of us out of steady work....
I don' t know how you can ask for more money.
Our services have not changed except for continued increases.
I would grately like to see suggestions of how a person could cut back on services with use
of green technology that would be offered at an affordable rate. Alternative resources are
not offered to everyone who could and would beni fi t from such information.
People should not be forced to Ii ve without power, heat/air, clothes machines, dishwashers,
and other normal amenities.
I have gone with out many most of the time to cut monthly bills when my power was reduced my
bills still went up - not right in my book.
Why should I pay for the 24 hour business, machines,lights,ac /heat, and many other unknown
items that raise costs every year?
Why don' t you hit up the ones who are really abusing the power?
Empty Government offices- warehouses, stores, Medical offices, empty lease or rentals,
schools after hours, resturants, responsibility and accountability. (Just like at home.) If
its 24 hour place then they should pay 24hour usage no breaks.

I haven't worked a job in 3 years, so cold hard cash in my house is more rare than anything.
Most of the people I know from my last place of business don't earn what they used to.
Combine this with the reports that unemployment is higher in Idaho than the rest of the
national average and this is, most assuredly, the wrong time to institute higher costs with
out the citizens having an alternative method of procuring power for the necessities of this
'modern era', when food spoils, and alarm clocks don't work with out power. I don't mind
paying folks a fee for the services that they render J but having only one provider of power
who is a private contractor and can increase prices at nearly a whim is akin to
extortion. (eg. a monopoly,) I'd prefer a set fee based on previous years consumption with
over usage fees tacked on. Better yet, give me ways and means to build power generation
devices and let me feed back in to decrease my bill. That's the original American way of
doing things - - people helping people.

live on a very fixed income. We have never asked nor receive and public assistance, however

your consumers are struggling to make ends meet - cut costs on your end like every household

Our economy is not recovering as the prognosticators have said it would. Now is not the
time to foist higher rates on utility consumers.
We are retired and have not seen any cost of living adjustments for more than two years. Why

Honored Commissioners, My wife and I are 70+ years of age, living on limited income, in dire
economic times, having lost multiple dollars in our small investments due to immoral actions
by Wall Street, banks, etc. We also have multiple medical issues which increases our
necessary expenditures, even with our Medicare (which a partisan party wants to modify and/or
take away from us). And now Idaho Power wants to: increase our rates by 8.83% (we haven't
had a Social Security increase for approx. three years); add a 'Fixed Cost Adjustment' and
increase their Customer Service charge by $1.00.
Commissioners, this is the wrong time to increase rates. We IMPLORE YOU not to permit Idaho
Power and other Utilities to increase their rates until such time as our economy recovers and
progresses to higher than our Utilities want to increase their rates. Thank you very much,

One of the problems that this Country has and has had for a long time, is that people seem
to be real greedy and greed breeds greed, and folks, time are tough and we are all in the
same boat, and it is sinking, so wake up, and forget your raises and employee raises for a
long long time, until things get back to a definate maybe.
We are all going to have to tighten our belts and this means Idaho Power and everyone else,
so get a clue and forget any and all raises in the future.
Any Normal person already knows this, so lets all get on the same page and help one another.
We do not do that by price gouging and raising prices to give raises etc. There is no money
and we sure cannot print it at our homes, so it is pretty obvious what does and does not need

We strongly oppose the rate hike, especially in this economy. As fixed income retirees, who
try to conserve energy, this proposal is a penalty. The Idaho Power Company should take the
risk of a loss just the same as they take the gain of a profit. In a time of surplus water
and energy, they should be making a profit based on their sale of surplus energy. Asking for
an increase at this time penalizes those who try to save energy and partake in energy saving
programs. This is a total disincentive to partake in energy saving programs and is precei ved
as greed on the part of Idaho Power.

This is not acceptable, we should be rewarded for keeping our bills down instead of getting
rate hikes!! It is to difficult already to keep the most minimum bills covered with the low
pay Idahoans receive!! I personally have weathered the storm of retaining my home even with

Idaho Power has instituted options, ie Summer Rates and Winter Rates in an effort to charge
customers for their usage. This rate increase is not acceptable because they are trying to
recoup loss of income from the current fiscal catatrophe. It is not my fault that many of the
homes serviced by them are in default. It is simply a bad business decision on their part to
expand their operation beyond reasonable possibility of return for their investment.
I do not support this rate increase.
I'm a paying customer who pays my bill in full and on time. Don i t ask me to support Idaho
Power 's misjudgement.

As a self employed individual trying to keep my head above water with utility bills, food,
medical cost, insurance and a mortgage, I think it is alarming to see any hike in rates. All
small private business have had to cut their overhead, reduced their profit margin and taken

Idaho Power has many 'gimmicks' to increase their profit. They' adjust' our rates when
water is down, but as was the original agreement, they DO NOT always adjust downward when
water is high, nor do they ever return to the original level therefore we get increases on
top of increases... double jeopardy. While most areas are rewarding customers for less usage
and strain on the system, Idaho Power has gotten and still requests INCREASES FOR LESS USAGE.
Therefore conservation is PUNISHED.... Idahoans really aren i t this stupid. Lower usage should
be rewarded. As a monoploy, Idaho Power need to respect the citizens it serves. Lower profit
levels for whater reason needs to be primarily passed on the stock holders or we need a
PUBLIC company not held by stock holders I
Finally, let's remember than most Idahoans are living paycheck to paycheck or unemployment
check to unemployment check... these are the voters... they CANNOT afford these increases to
line the pockets of out of state stock holders. THE PUC NEEDS to remember who is paying
THEIR paychecks I Hopefully is isn i t getting funds from the utilities illegally I People will
not take this forever and we are smart enough to read the brochures in the bill I Idaho Power
is a joke to put it lightly... increases on the previous increases... we get it. We also get
contacting politicians on PUC members I

Idaho Power needs to hold off on any rate increase for at least 12 months and the Idaho
Utility Commission needs to make sure that happens.. We had a very good water year and much
of our electricity comes from hydroelectric, so why is Idaho Power looking for another
increase when they are currently providing the cheapest electricity possible. People are
already having trouble paying their utility bills because of the poor economy and lack of
jobs. The last thing we need in the Boise area is another rate increase on top of the last
increase which went into effect not long ago. I hope the Idaho Utility Commission does what
is best for Idaho residents and denies this request for a rate increase by Idaho Power. The
only people who will benefit from a rate increase will be the Idaho power shareholders.

automatically bear any shortcomings in energy sales, while always guaranteeing the utility

We live on 5 acres and are totally reliant on electricity for all household and pasturage
utilities, including our well. We cannot afford a power bill any higher than that under
which we're currently straining. We are doing all we can to reduce our bill (decreased
consumption of nearly 10% (achieved primarily through less A/C, despite 95+ temperatures)from
August 2010 to August 2011; enrolled in 'cool credit') and urge the PUC in strongest possible
terms to deny this Idaho Power rate increase request in its entirety.

I am extremely concerned about Idaho Power i s request for a rate hike and a major change in
the way they gather their revenues. It appears it's on the backs of residential customers

When is enough, enough? Many companies have had record years for income and yet they keep

With Social Security saying there will be no increase for inflation this year and the Stocks
loosing over 60% of the small investment fund we had. How is someone on a fixed income going

I am a senior citizen on disability. I have a very hard time paying my bills. I don't
quali fy for food stamps and yet by the time I pay my mortgage, my utili ties, my car J and my
insurance I have no food or prescription money. My utilities always charges me a late fee to
top it off. My check comes in the middle of the month after the due date. I can't afford any
more bills. I don i t understand why there is such a difference between utility companies in
rates. City of Burley places less than Rupert and the Co-op pays less than both Cities. I
have asked about that and was told to talk to the county commissioners. I feel that all
utilities need to regulate a fair utility rate. Times are di fficul t and especially senior
citizens need a better break than they are getting. I have no place to reduce my bills.
Please don't raise to the point where I can i t pay my mortgage or I will be on the street.

I am alarmed to hear that at a time of so many being unemployed, poor economy, the elderly
seeing losses in their retirement plans, and rising food prices, that Idaho Power is
requesting a rate increase. Not long ago they added $3.83 to our bills for . energy
efficiency'. IP told me that this was to help people save money on their power bill. People
already know that if you want a lower power bill use less power, but instead IP is charging
us more for using less. Also , with the new . smart' meters they are seeing a substantial
savings on employees and gasoline used to read meters. This request by Idaho Power needs to
be denied.

United Water wants a raise because customers use less water as we are ask to do by them It
is not the time to raise rates on anyone during this time of financial difficulties that are
center stage across America including Idaho Idaho's utility companies shouldn't get to
bolster their bottom lines while many Idahoans are struggling to make ends meet.
Idaho Powers measure called a "Fixed Cost Adjustment," which automatically shifts any
shortcomings in energy sales the consumer is a terrible idea. Even if you made it go both
ways. As in if they make more profit the cost to us goes down.
Just say no, that takes the oversight away from you for one thing.

These are tough times for everyone and this is not a good time for utility rate hikes. We
did not recieve any increase in cost of living for the past 2 years because the President
deemed it so. Now we are asked to pay more for our power? Please consider the situation of
people who are out of work and people struggling to make ends meet that are working. This has
been a banner year for water, so there is no need for a rate increase. Idaho Power should not
be guarneeted profit each year on the backs of their customers in the Treasure Valley.

companies. It's the wrong time for utility rate hikes. Idaho's utility companies shouldn't

Idaho power is requesting a base rate increase to increase profits despite the state of
the economy at this time. No way should this be allowed, Idaho power has plenty of excess

How nice it would be if we common citizens could get permanent positive income adjustments,
regardless of what is happening in the economy. Not only is this exceptionally bad timing
for such a "Fixed Cost Adjustment," it is unrealistic for any business to expect guaranteed
income, regardless of performance, market conditions, and innumerable other factors.
