I would strongly urge you to please vote against this proposed rate increase. I like many
other people who live in Idaho find that the rates are high enough. With the economy as it
is, people can't get work or if they are lucky to have a job it barely pays the bills.
Idaho isn't known for having the jobs that pay to live a comfortable life. Most people live
paycheck to paycheck and this rate increase is going to cause alot of problems for many
people in this state. With insurance, water,food, and gas all going up why does Idaho Power
believe that any of us can afford to have yet another hit. The PUC needs to vote no and
realize that we, the average joe living in this wonderful state can't afford to keep dishing
out the money that we don i t have.

No, No, and NOIIIIII EVERY cotton pickin' year Idaho Power has increased our rates. We were
SPECIFICALLY TOLD that by allowing them to install the ' digital' system, our rates would shOW
a decrease -- THAT HAS NEVER HAPPENEDIII In fact, our electric bill has DOUBLED, even when we
have kept our lights off, whittled our laundry down to five loads per week (damn-near
IMPOSSIBLE with four teenagers in the house), and keeping our heat at 68 degrees during
winter months when it's 30 degrees outside. STOP SCREWING YOUR CUSTOMERS IIIIIIII YOU DON'T
'NEED' TO INCREASE YOUR RATES, BUT YOU *DO* NEED TO THINK ABOUT THOSE PEOPLE YOU ARE SCREWING
OVERIIIIII

In perusing Idaho Power's 110-page application for an approximate overall rate in of 10% as
well as supporting documentation in the form of 'testimony' I find it lacking in any
substantial j usti fication for such an increase.
Indeed it would seem that the primary justification rate increases has to do with their (and
their stockholders') desire for a higher rate of return.
They cite the disastrous state of financial markets since 2008 as well as stated uncertainty
of interest rates. Utility consumers should not bear the burden of their market or credit
rating losses and it is unclear why they think interest rates are uncertain as the Federal
Reserve has lowered them to essentially 0% and this month stated they will remain through
2013 (a full year beyond when their rate increase should take effect).
While they state (Section IV: 15) that 'the Company's expenditures related to energy
efficiency and demand response have outpaced the recovery of those costs through the Energy
Efficiency Rider' there is, first, no supporting documentation and second, it is presumed
that these costs while initially outpaced would be recovered over time.
While Idaho Power is a for-profit entity there is no guarantee of certain profit or even any
return let alone the N8-11% of which they seem they are entitled . Citing rates of returns
for other utility entities as justification for their rate increase is tantamount to
collusion.
Idaho Power has failed to justify it's request for rate increases and its application should
be denied.
