Prudency Determination of 2010 Energy Efficiency Rider Expenditures
Dear Ms. Jewell:
In the course of responding to Idaho Public Utilities Commission Staff's
production requests, Idaho Power Company ("Idaho Powet' or "Company") discovered
that four customer incentives were inadvertently charged to the Idaho Energy Efficiency
Rider ("Ridet') in 2010 when, in fact, they should have been charged to the Oregon
Energy Efficiency Rider. Because $526,781 was mistakenly charged to the Idaho
Rider, Idaho Power now requests a prudency determination of $41,952,911 rather than
the $42,479,692 originally requested in its Application.
The Company's books are closed for 2010. Consequently, Idaho Power has
made the accounting corrections in 2011 to reverse the expenses and the associated
carrying charges from the Idaho Rider and charge them to the Oregon Rider instead.
As a result, revised 2010 Oregon Rider expenses wil be $2,231,148 rather than the
$1,704,367 reported in Idaho Power's Demand-Side Management 2010 Annual Report
("Report"). Idaho Power wil include these accounting corrections in its Demand-Side
Management 2011 Annual Report, along with the corresponding adjustments in claimed
savings between jurisdictions.
Although the overall expenses and savings reported in the Report are correct,
please note that portions of the Report where savings, expenses, and number of
projects are broken out by jurisdiction are inaccurate for the reason discussed above.
This affects the table on page 74 of the Demand-Side Management 2010 Annual
Report; Appendix 2, page 128; Appendix 5, page 143; and the 2010 DSM Detailed
Expenses by Program in Supplement 1: Cost-Effectiveness, page 7.
