I have never in my life, heard of a company who maybe losing money because of such factors
as ecomony, being able to charge customers more than average cost for their losses and or
pension funds. It seems rediculious to even imagine the PUC allowing a rate increase because
of such factors. Granted private companies don't have permanent customers like Idaho Power.
So they can't even think of such actions. But Idaho Power was the ones who asked customers
to conserve. We did and now they wish to penalize us for doing so. This makes no sense what
so ever. And to add pensions on top of it all is ludicrious. It sounds like there is more
to the story than what was sent to customers in the mail . Like perhaps some over paying of
the top etchlon. And why is the employees pension fund in trouble? Again, sounds like
really poor management. Perhaps Idaho Power fails to realize that people are having trouble
making ends meet and by increasing their costs is not a remedy for the consumers. Especially
if they are on a fixed income. This FCA should be shot down before anyone on the PUC panel
wastes their breath on such a phoney reason for a rate increase. Even if it is for only a
year. I can't, in my wildest dreams, see or have even heard of anything so greedy by a
company or utility as this FCA. Lets get serious about this thing and get back to being a
public utility with dignity and honesty. The people demand that much from a public utility.

I note that, once again, Idaho Power has asked for millions to fund their pension expenses
to · attract and retain high-quality employees...' I think this is absurd and I hope someone
on the IPUC had the common sense to question this. Who, in their right mind, given this
economy, is going to quit their Idaho Power job and leave for greener pastures, when there
are none?
If there is some reasoning I am missing, I' d like to be informed about it.Thank you.

My comment is in reference to the anticipated rate hike on customers due to upcoming pension
funding for Idaho Power employees.
We are in tough times, financially, and maybe with some of our society ills as well. I have
had a cut in income by around 58 percent. I live and work in a competi ti ve community. I
cannot raise my rates as I don i t provide a service that people can' t li ve without.
Electricity is not a right but it sure is a necessity in our life. I resent the fact that my
electrical costs will increase in order to fund my neighbors pension fund. I have lost a
total of around 35% of my 481K, including a 58% loss in 2888 and losses in recent years. No
one has come to my rescue and I do not expect or even want that to happen.
A lot of my friends and neighbors have also taken pay cuts and suffered losses in income.
Most people in the private sector have been hurt by this recession. The rate hike is a real
problem for me and I would ask you to reconsider.
