I am astounded by the flyer in my statement from the Idaho Power today. I want to let you
know that I have always assumed that the PUC is an instrument of the State of Idaho created
to protect the citizens from gouging at the hand of businesses who have the power of non-
competiveness.
Of recent years, however, it appears that the Idaho PUC has adopted the attitude of rubber-
stamping almost any request that is proposed by the Utility. It is seen now that this trend
throughout the business world has brought sickness and disrespect towards, not only to
corporate industry but also to those who should be minding the store for those of us who are
pummeled from every direction by the greedy.
The information in my Idaho Power bill today shows that an increase is pending for pension
funding (or already approved tHeaven forbidl) to base rates of 1.47%. While that does not
seem to be extravagant, it does seem out of step with the current trend. Many businesses
throughout the country are not only not increasing benefits to employees but are reducing
health benefits, increasing co-payments and deductibles, curtailing retirements or
eliminating them entirely, and in other ways reducing job entitlements. I say this
recognizing that this seems to be only with the rank and file, and not with the CEOs and
other officers.
I have no idea where the focus of the retirement increase will be. My first thought is that
the people on the line and in the trenches will receive little or no benefit from it. I
would hope that the PUC would know. And if they do not they very definitely should. What
percent goes to Management and what to the rank & file? Golden parachutes and bonuses and
RETIREMENT benefits for corporate officers are abused practices that are rampant throughout
industry. They should not be allowed in those entities under the purview of those who have
been given the honored watch care of the citizens of the Great State of Idaho.
Have you looked at your Idaho Power bill? Not only are we billed for KWHs but for
Service Charges
PCA Charges
Franchise Fees
Energy Efficiency Services
I hate to say this but these look like taxes. They have learned by watching the
connivingness of the people in government. (Is that a word?) And that's BAD.

1. By Idaho powers own addmission we, the consumer, are comserving to save both energy and
money. As a reward for our efforts and expenditure our rates are raised because sales are
down.
But at the same time I. P. is requesting funds to complete a new gas fired generating
facility. What am I missing here? 2. In a time when many are losing jobs or taking pay cuts
I. P. has the gall to ask us to pay for more contributions to thier retirement fund. If
approved the question of the integrity in the commission will be seriously damaged.
