These farms if approved for the PPA in front of the commission will provide jobs and increase the security of the power in the region through the distribution of the power generation of the wind resource. The security of the power rates for Idaho Power customers, especially with the variable rate schedule will assist in keeping the rates for Idaho Power customers fair and reasonable over the time period for the production of electrical power for the region. Brian Jackson has proven himself to be a highly qualified and ethical developer that will be able to perform and meet the promises that he has made to all parties, land owner, power company, PUC, public officials, manufacturers, and others involved in the project. I would request that you approve the PPA and any other requests that American Wind Group and Brian Jackson has before the commission. Jackson and the American Wind Group, LLC (AWG) and/or Rainbow Ranch Wind, who appears now to propose construction of a 40 MW wind farm in the Cassia County. My professional background includes being engaged in natural resource and energy law since the early 90' s as an attorney licensed to practice in Idaho; being a licensed real estate broker in Idaho; and recently served as the Chairman of the Idaho Strategic Energy Alliance, Baseload Task Force. It is my priviledge to come before you to petition on behalf of this outstanding engineer, his company, and the proposed wind farm project before you today. Being in the energy industry for so many years, I may honestly declare that Mr. Brian Jackson in a relatively short time has impressed me as a seasoned, high-performance expert, serving his clients and investors with passion, integrity, loyalty, service excellence, while balancing significant professional demands with those of an understanding and appreciative family. His professional ethics have one focus : delivering exceptional results to the ultimate beneficiaries of his efforts; to you in Owyhee County and the community of Murphy Flats at large. Brian Jackson, P. E. has done much to earn the continuing trust and loyalty of the farmers and landowners in your jurisdiction and will continue to remain a responsible civic partner decades into the future. Having worked closely with Mr. Jackson in creating links with potential sources of financing, from the vantage of working with several renewable energy developments, I was amazed with the 1 knowledge and experience base Brian had acquired in his engineering work with utilities and major corporations. He is unlike many diving into wind development industry today; he actually can demonstrate a successful track record of permitting, building, installing, and operating quality wind turbines even in an area of extreme weather conditions as he did in Alaska. He combines years of integrated industry experience and understanding of community needs to bring competi ti ve advantages to his entire operation. His solutions-oriented professional engineering and development team has demonstrated years of professional accountability to execute precisely established goals. He seeks best- in- industry solutions through a continuous commitment to innovation and operational improvement. The geographic dispersion of several of these projects will help smooth the variability in power output from the multiple wind farms already on the power system or soon to be installed. If the interconnect studies show that the transmission system can accomodate the power and the power system can maintain stability and reliability, then these projects should move forward. I have been involved in wind data collection and analysis at many sites around Idaho and the region for many years. This analysis has shown that smaller wind farms spread across larger geographical areas accomplishes the effect of smoothing the cumulative wind power output, and makes the integration of wind power somewhat easier. Most of the projects currently proposed for PPA i S are in relatively different areas than the wind projects that are already on the Idaho power system. They will allow for a more even spread of wind projects in the region between Northeastern Oregon and Southeast Idaho, and will likely on average smooth the current input of wind power in the region. With major restrictions now in place in Idaho for futher wind development and no definitiv~ end in sight, it would be nice to not have most of the wind developments in Idaho concentrated in just a few smaller areas. In addition, most of these wind projects were working on their developments and negotiating the PPA' s well before the retroactive date of December 14, 2010 that was placed before them in the latest IPUC PURPA proceedings. As the Rainbow projects signed their portion of the proposed PPA before 12/14/10, it is my opinion that they should be allowed to proceed even though other events occurred that prevented the signing of the contracts by all parties involved before December 14th. I also believe that the current discussions about wind power's effects on energy prices will become moot as these power plants become depreciated assets over time, just as we have cheaper power now thanks to more costly investments in the past. We have put everything into these projects! The landowner and the development team are all Local People trying to improve the counties and the state. The job opportunities alone will help bring Idahoans back to work. So many people are having to leave there families and work out of state. Have you looked at the unemployment rates lately? They are at a all time low! By allowing wind turbans we can allow so many jobs that are so much needed, and by giving jobs to people we can cuts costs across the board. With that said wind turbans will not only create more jobs in the state, but they will also create so much power and keep our power prices down. There has been so much time and energy put into the research of wind in the state that has a paper trail of proof behind it. If the state passes a bill on the ban of wind turbans in Idaho it will be a devastation to our state. Turbans are the new way of energy for Idaho and we need to keep on top of the project. The wind turban project would create a lot of jobs in Idaho and that would help the unemployment rate go down that Idaho pays out every month. I feel wind turbans are a lot better than building more nuclear plants in Idaho (Japan! !). I feel that Idaho needs to keep on top of this turban project. The operations and maintenance of the wind sights will employ full time people in Idaho. The county will reap economic benefit immediate and long term steady income. I was surprised to learn that the state of Idaho is not currently self sufficient in producing power for our state. I encourage you to approve these wind projects for power for the state of Idaho. The individual ranchers and farmers that are contracting their ground for these sights will receive income. There has been a considerable cost to get this project to this stage. Thousands of hours of work would be wasted if it isn't approved. There are a lot of people depending on this project, starting with the ranchers that own the ground. Construction jobs will be lost and the companies that hire workers will not be able to profit by building it. With the unemployment rate so high, we need these jobs. With the problems around the world, Japan, the Far East, Europe and here in the United States energy prices continue to rise. This project makes good sense. Please approve this project.
