I just can't come to terms with this article. It makes me sad.
Tennessee was my birthplace and home for most of my life. Traveling 1900 miles to make the
northwest my new residence was the best decision I have made to date. I have been a resident
since August 2010. On our road trip here, we took pictures of the statuesque wind turbines.
They are a beautiful reminder that wind technology and green energy will be the way of the
future. The noticeable difference between here and east Tennessee is definitely the air
quality. This area is beautiful. It's quite literally a breath of fresh air.
I think every level of government, from state to federal should do anything possible to
eliminate obstructions for wind projects, more specifically projects IPC-10-E-59 and IPC-10-
E-60. There shouldn't be regulations that encumber wind energy projects. It is bad enough
that the projects have to be locked in to a 20 year contract. Sti fling paperwork, submitting
items (that have been signed a day before) the day after a certain obstacle is put in to
effect are so evident.
Just look at what is currently happening in Japan. As I sit and type this, Japan is on the
verge of a meltdown. The nuclear plants are releasing toxic radiation . Citizens are being
evacuated wi thin a 12 mile radius of the plant. Are they going to suffer another Chernobyl ?
I remember recently in Tennessee there was a huge coal ash spill. The Tennessee Valley
Authority, the monopoly power provider there, did a good job of keeping the press from
publishing this outrageous disaster on local front page headlines, yet it made national news.
If one were to research ((Tennessee coal ash spill" online they would be able to view the
catastrophic disaster that resulted from burning ((clean coal" for energy. Clean coal is
quite oxymoronic.
Rainbow Ranch Wind and Rainbow West Wind had their documents submitted in time. Approve
their project on the 10mW deal that the contract was signed in under. Easy. Make it easy
for the people who want to better our lives and futures.

IPUC,
We respectfully request that you consider approving the contracts pertaining to: Rainbow
Ranch Wind LLC. (IPC-E-10-59) and Rainbow West Wind LLC. (IPC-E-10-60).
How can we expect to stimulate our economy if we reject projects that are locally owned
and operated in our state? Projects such as these are paving the way for clean energy in the
Uni ted States. Why not start with these projects in Idaho. This is prime land for projects
like these. The owner is a long time land owner and rancher in this area. The turbines are
made and purchased in the United States. These projects will be built and maintained using
local companies and local people. Not to mention the project is owned by the rancher
himself.
We are owner-operators ourselves and know what it takes to compete with larger companies
who seem to eat up the smaller companies and don't care who they step on to do it.
Please carefully consider this and all other matters concerning these projects and do
what is best for Idaho and its citizens not just for today but for the future as well.
Please approve these contracts.

I am an adjoining landowner of the Ranibow Ranch Wind Projects and hereby state my
endorsement for the two wind projects. We graze cattle in the area and can see no adverse
conditions with the wind project. If it will bring positive stimulation in the form of local
jobs and tax money for Cassia County, then I see no reason to contest the project. I believe
that my cattle will graze just fine next to these wind turbines. Paul Harvey the news
comentator always said that the healthiest cattle are the ones that scratch their c backs on an
oil well.

Me and my family strongly support the construction of these wind projects. These wind
projects have kept my families business from laying off workers through the slow economic
times. I think it is time that as a state we look at ways to generate tax income and jobs by
utilizing our god given resources. There are several hurdles with the wind electric
integration but as a state we need to think outside of the box and make this resource
something that all parties can beni fi t from. I ask the PUC to please approve this project
and others like it and continue to make Idaho a leading state when it comes to developing
this reasource.
