Please describe your comment briefly:
I support IPUC approval of signed Power Purchase Agreement associated with the aforementioned
case without delay for the following reasons:
1. Contract pricing is at Idaho Power' s avoided cost with different appropriate scheduled
rates for power produced during peak periods in the day as well as peak seasons in the year.
Resource studies show this project will produce approximately 67% of its total generation
during peak periods.
2. Carbon based generation is becoming increasingly di fficul t to permit and operate over
concern regarding carbon emissions. It matters not where one stands on the issue of global
warming, society has become much less tolerant of carbon fuels being used for the generation
of electricity. The current situation in Japan will impede the development of nuclear
generation for the foreseeable future. As oil prices continue to rise, the demands on the
electrical generation system will continue to become more important to our economy
3. Electrical needs for the whole of society are increasing, not the other way around. If
the' renewable energy resources in Idaho are developed and exported to neighboring states,
Idaho residents will be found without sufficient local resources from which to generate power
for their own consumption. This project is critical to harnessing the wind to help grow
Idaho · s economy.
4. This project is being located in Owyhee County, a county where according to the US Census
Bureau i s 2ØØ9 estimate has a median household income of 69% that of Idaho and 59% that of the
US. Revenues from the gross receipts taxes to local and state governments from this project
and the two in the same area will be close to $3ØØ,ØØØ annually.
5. This project will create high paying jobs that are desperately needed in rural
communities such as Murphy and Marsing and other small communities in Owyhee County.
Once again, I urge the commission to approve this project without delay.
