SUBJECT: AVISTA GENERAL RATE CASE,
CASE NOS. AVU-E-17-01 AND AVU-G-17-01
On June 9, 2017, Avista Corporation filed an Application seeking authority to
increase the Company’s general rates for electric and natural gas service in Idaho. Avista
proposed a two-year rate plan that would increase annual electric billed revenues by $18.6
million (7.9%) on January 1, 2018, and by $9.9 million (4.2%) on January 1, 2019, and increase
annual natural gas revenues by $3.5 million (5.7%) on January 1, 2018, and by $2.1 million
(3.3%) on January 1, 2019. The Commission subsequently issued a Notice of Application and
Notice of Intervention Deadline and suspended the proposed effective date. Order No. 33808.
Clearwater Paper, Idaho Conservation League (ICL), Idaho Forest Group, and the Community
Action Partnership Association of Idaho (CAPAI) intervened as parties. Staff now proposes the
following schedule:
The parties believe this schedule will enable the Commission to issue its final Order by
December 29, 2017, and before the first proposed effective date of January 1, 2018.
STAFF RECOMMENDATION
Staff recommends that the Commission issue an Order that adopts the above schedule
and sets a technical hearing for December 6, 2017. At this time, Staff makes no

recommendations regarding public informational workshops, or a public hearing for customers.
Staff believes the Commission should schedule workshops, and a customer hearing through a
separate Order at a later date.
