Northern Power Systems supports a temporary reduction of PURPA cap from 10MW to 100kW until
such time it can be proven that current and future wind development under PURPA will not have
a negative impact on rate payer. This should also coincide with Idaho Power continuing to
make concerted efforts in their IRP to allow for greater wind integration into their grid.
We at Northern Power Systems would like to see more encouragement and support of distributed
generation through net-metering, wheeling, aggregation, and feed-in-tariff in order to reduce
demand and promote on-site generation.
