There are large irrigation systems which participate in the forward dispatch program where going to 9:00 p.m. is impossible to implement and still get the water back on for the rest of the night. My irrigation systems are small independent systems which come up rapidly and are not prone to having problems. The large systems take longer to pressure up and require more supervision so that no problems arise that are not corrected. These problems can be a pivot not restarting, plugged nozzles from various causes, and unexpected water leaks in the system such as drains not closing properly. I would encourage the PUC to allow Idaho Power Company to contract with only those people like myself who can make a 9: 00 p. m. restart work on our systems and leave the systems which cannot tolerate the later restart out of the late restart group. There are some operators who have said the 9:00 p.m. restart would not allow them to participate in the forward dispatch program. Thank you for the opportunity to comment.
