Irgaton Pea Rewards Progr To: Idaho Public Utities Commssion Erwin Fars, Inc. has used the Idaho Power Company's Irgation Pea Rewar Prgram since it was adopted and has been very pleaed with the reult. The curnt progr has compensated the irgators for the interrption and made the cost of pumping water more economical for our operation. The proposed chRIge in fied credit would have a major impact on the value of the progr to Erin Far, Inc. and could lead to our not parcipatig in futue years. A fied credit of 75% of tle program credit would be more liely to guarantee futue parcipation in the program. I am concerned with Idaho Power i s proposal to change their program to a $12.78 fixed payment with an opportunity for the farmer to receive more payment if IPC elects to interrupt power more than one time. We have spent a considerable amount of money updating and changing our systems to allow us to work with the program. I question whether entering the program for around $12 is worth the trouble of hiring more people to operate our systems in the case of interruption. I can understand the reasoning of IPC to desire a~fixed variable system. Sometimes they don i t need the resource that pumpers have to offer. To support the fixedJ variable idea I think the fixed portion should be closer to 85% fixed and 15% variable. The peak rewards program is a good program for the company as well as for the farmer the way it now stands. I hope that the commission will persuade IPC to keep the program as it now J to help achieve a greener and more economical power source for Idaho. Last year we made a commitment to work with Idaho power to reduce demand during the peak electrical demand periods. This commitment involved setting up methods of managing the planned shutdown of' pumps and again restarting the process when power was restored. Even with the extra effort required to participate in the program it has been worthwhile in that it helped offset the ever increasing cost of irrigation pumping. We have invested in this program anticipating it i S continuation. I am concerned that a reduction in the incentive will make it difficult to continue to participate. To see this program lost would result in higher rates for every power user. Please retain this program by keeping the incentives paid to farmers at current levels. I spent over $50J000 making my systems more efficient inorder to compl~ with the program. 2. My farm has all its wells tied together J so it is a management nightmare being there to regulate the pressures when wells go off and when power is restored. Please don't extend the shut-off times. It will be very difficult in the dark to manage water pressures. 3. I just recieved an invitation from Idaho Power to sign - up for a similar program for my home to shut-off the air conditioner unit for a couple hours a day. I can imagine the cost to install timers on each house and the minimal savings over-all. Wouldn' t it be more cost advantageous in power saved to stick with the current agricultural program and forget residential houses? 4. I take risks with the weather every year. They get into a program that turns out to not be in their favor one year and then they want to get out? I have participated in the Peak Rewards Program for two years. So far J the reduction in electrical costs have been adequate to offset the the burden of restarting irrigation systems and the risk of reduced crop production. I support leaving the current incentive program as it is. I am not certain I would continue participating should the rates and rules be significantly altered. Thank you for your consideration. I would like the program to stay in the current form. I have changed crop rotations to fit this program and the increased costs of turning off a system and starting them up at late evening hours. Although I have had to make significant adjustments to the management of my farming operationJ this program has been a benefit by helping to offset the increasing costs of irrigation pumping. Please help this cost effective program continue by keeping the incentives paid to farmers at the current levels. This has been a great program for my farming operation for the pass years. I have used it every year since it has been offered and has beed a big savings to my operation and has worked will with my watering needs.
