Dear Public Utilities Commissioners:
I would like to comment on the Idaho Power Irrigation Peak Rewards Program, case number IPC-
E-10-46.
Although I have had to make significant adjustments to the management of my farming
operation, this program has been a benefit by helping to offset the increasing costs of
irrigation pumping.
I have made a large investment to modify my pumping station with the understanding that this
program would continue into the future, now the utility is trying to modify the program.
It is difficult to plan ahead if the program keeps changing. I would like a level of
certainty into the future about the continuation of this program.
Please help this cost effective program continue by keeping the incentives paid to farmers at
the current levels.

I would like to comment on the Idaho Power Irrigation Peak Rewards Program, case number IPC-
E-10-46.
Although I have had to make significant adjustments to the management of my farming
operation, this program has been a benefit by helping to offset the increasing costs of
irrigation pumping.
The program as currently administered is good for both farmers and the utilities. With a
significant reduction in the incentives to farmers, it will not be worth enough for me to
continue to participate.
I am concerned that the proposed incentives are so low that very few farmers will participate
and the entire program will be lost, resulting in higher rates for everybody.
Please help this cost effective program continue by keeping the incentives paid to farmers at
the current levels.

irrigation pumping. The program needs to stay at the current level or increase to offset the
cost of irrigators putting in more hours to see that irrigation equipment is running properly
after normal work day hours.
The program as currently administered is good for both farmers and the utilities . With a
significant reduction in the incentives to farmers, it will not be worth enough for me to
continue to participate. I require my irrigators to stay long after normal work day hours on
days off to see that lines come up and are working. This costs alot more in wages that need
to be compensated for through this program.
I am concerned that the proposed incentives are so low that very few farmers will participate
and the entire program will be lost, resulting in higher rates for everybody.
Please help this cost effective program continue by keeping the incentives paid to farmers at
the current levels.

Dear Public Utilities Commissioners:
Idaho Power and Rocky Mountain Power have been operating programs to provide incentives for
irrigators to allow the power companies to shut down their pumps when the power companies
need to reduce the electrical load at peak times during the summer. These programs have been
successful in allowing the power companies to better manage their peak loads and to avoid
having to build additional generation and transmission. The programs have also been cost
effective allowing the companies to avoid up to $3 of additional costs for each $1 spent on
the program.
Recently, both Idaho Power and Rocky Mountain Power have filed cases with the Idaho Public
Utilities Commission asking to modify the programs by reducing the incentive paid to
irrigators, limiting participation and reducing program usage.
The Idaho Irrigation Pumpers Association (IIPA) is concerned that the proposed incentives are
too low to entice enough participants into the program and the program will be jeopardized,
thus causing pumpers to loose a beneficial opportunity, and causing the power companies to
construct additional power generation and transmission that they otherwise would not have to
build. This in turn will cause rates to increase to absorb the extra capital expenditures.
Please help this cost effective program continue by keeping the incentives paid to farmers at
the current levels.
