This change would be in keeping with the Idaho Energy Plan from 2007. Energy efficiency and demand response both save the ratepayers money by reducing the number of new power plants that need to be built. New power plants come at a big cost to ratepayers in terms of increased cost of power as well as increase demand for water (in the case of a termal plant). Until a time that the PUC requires Idaho Power to put in place a very robust time of use schedule Idaho Power will need to continue to fund a robust demand response program or build new power plants. Idaho Power must be given an acceptable rate of return for the program and incentives their demand response provides. The éfficiency rider is currently too low to properly fund both efficiency and demand response. Thank you.
