Energy efficiency and demand response are paramount in both saving the ratepayers money by reducing the need for new power plants to be built. New power plants are massive expenditures of resources and energy. In addition, the increased demand for water is required for plants of the thermal design. Unless the PUC requires Idaho Power to put in place an aggressive time of use schedule, Idaho Power will need to continue with a strong demand response program or build new power generators. Acceptable rates of return as incentives will need to be calculated. The current efficiency rider is too low to support both efficiency and demand response. Thank you.
