IPC-E-09-28 OF IDAHO POWER COMPANY FOR ) AUTHORITY TO CONVERT SCHEDULE ) PETITION TO INTERVENE OF 54- FIXED COST ADJUSTMENT - FROM ) A PILOT SCHEDULE TO AN ONGOING, ) THE SNAK RIVER ALLIANCE PERMANENT SCHEDULE. ) COMES NOW, Snake River Allance ("Allance") and pursuant to the Idaho Public Utilties Commission's Rules of Procedure Rule 71 IDAPA 31.01.01.71, petitions the Commission to grant our request for intervention and to paricipate as a party in the above-referenced case, IPC- E-09-28. Correspondence in this docket can be sent to the above address or via e-mail to: kmiler(fsnakeriveralliance.org The Snake River Alliance is an Idaho-based non-profit organization, established in 1979 to address Idahoans' concerns about nuclear safety issues. In early 2007, the Allance expanded the scope of its mission by launching its Clean Energy Program. The Allance's energy initiative includes advocacy for renewable energy resources in Idaho; as well as expanded conservation and demand-side management programs offered by Idaho's regulated utilities and the Bonnevile Power Administration; and development of local, state, regional, and national initiatives to advance sustainable energy policies. The Allance is pursuing these programs on behalf of its members, many of whom are customers of Idaho Power who are interested in promoting renewable energy and energy conservation and efficiency initiatives. The Allance has paricipated before and commented to the Commission in multiple electrc regulatory proceedings on behalf of our members and as a public interest organization representing clean and affordable energy interests in Idaho. The Alliance paricipated through public comment, along with the Idaho Conseration League, in IPC-E-09-06, which the Commission decided in Order No. 30827 and which addressed the second year ofthe three-year pilot Fixed Cost Adjustment pilot program. In that proceeding, the Allance endorsed granting Idaho Power the authority to implement FCA rates for electrc service from June 1,2009, through May 31,2010. The Allance and its membership have a direct interest in fuherng our involvement in IPC-E-09-06 through IPC-E-09~28, as we support the Applicant's request to make permanent the FCA pilot. The Allance is a lead public interest entity working toward sustainable energy policies in Idaho. As such, we anticipate paricipating in this case as a pary, including the possible introduction of evidence and testimony, if necessar, on our behalf of our constituents. We believe our parcipation in this case will assist the Commission and the Paries in working toward a successful outcome inasmuch as the Allance is an advocate of regulatory incentives to promote energy efficiency and conseration both by utilities and their customers WHEREFORE, the Allance therefore respectfully requests the Commission grant its request to paricipate in this proceeding as an interenor on behalf of its Idaho constituents.
