COMES NOW, Communty Acton Parership Assoiation of Idao (heriner
"CAPAI" or "Intervenor") and, puruat to Rules 071-075 of the Commssion's Rules of
Pratice and Procedure, IDAPA 31.01.01.071-075, hereby petitions the Commssion for
leave to intervene in ths proceedg and to appear and paricipate with ful paes'
rights. In support of ths Petition, CAP AI states as follows:

3. CAPAI is a non-profit corporation consisting of six communty acion agencies
servg every county in Idao and also includes, among others, the statewide Communty
Council ofIdao (formerly the Idao Migrt Council) and fights the causs and
conditions of povert thoug building the capacity and effectiveness of its membe who
have a diect and substatial interest in ths proceedin. These causs and conditions of
povert include high utility costs for Idao Power's low income rate payers. Low income
famlies pay a higher percentae of their income for utilty expenses tht those in other
ecnomic categories. These conditions are often cause by living in sub-stadad or
older housing tht is not energy effcient. No other par tyically interenes in
proceedings before the Commssion, other than CAP AI, that reresents the Company's
low-income customers. Conseuently, CAP AI fufills an importt role in ths, and
similar proceedigs and, without the opportty to parcipate as a par in ths
proeedg, would be unble to fufiii tht role.
4. CAP AI intends to parcipate in ths proceing as a pary and introduce
testimony and exhbits, cross-examine other witnesss, engage in ora arguent, fie
comments, and otherwse fuly paricipate as a par.
WHREFORE, the Communty Action Parership Assoiation of Idao hereby
requests tht ths Commssion grt its Petition to Intervene in ths proceeding and to
fuly appear and paricipate as a par with all the attendat rights and responsibilties.
