PETITION TO INTERVENE
Pursuant to Rules 72 and 73 of the Commission s Rules of Procedure, the Snake River Alliance
hereby submits this petition to intervene in the above-captioned matter.
The Snake River Alliance ("Alliance ) is an Idaho-based non-profit organization, established in
1979 to address Idahoans' concerns about nuclear safety issues. The Alliance s mailing address is
Box 1731, Boise, ID 83701.
In early 2007, the Alliance expanded the scope of its mission by launching its Clean Energy
Program. The Alliance s energy initiative includes advocacy for renewable energy resources in
Idaho; as well as expanded conservation and demand-side management programs offered by
Idaho utilities and the Bonneville Power Administration; and local, state, regional, and national
policies and initiatives that promote sustainable energy policies. The Alliance is pursuing these
programs on behalf of its members, many of whom are customers of Idaho s three regulated
electric utilities and who are interested in promoting renewable energy - including wind. Further
the Alliance is currently exploring the viability of participating in a PURP A-scale wind project
and as a result has a direct interest in the outcome of this proceeding and the July 31 workshop. In
submitting this Petition, the Alliance is represented by Ken Miller, who directs the Alliance
Clean Energy Program. Prior to joining the Alliance, Mr. Miller participated in this and other
wind-related dockets before the Public Utilities Commission in his capacity as Clean Energy
Advocate for the NW Energy Coalition. He is performing much the same responsibilities in his
capacity with the Alliance.
For the above reasons, and because this docket has direct impacts on the Alliance s ongoing clean
energy programs, the Alliance seeks intervenor status in Case No. IPC-07-03 so that it can
continue to participate in these proceedings, including the July 31 workshop.
