Idaho Power Company ("Idaho Powet' or the "Company") in accordance with
Idaho Code §§ 61-501,502, and 503, and RP 52, hereby respectfully makes Application
to the Idaho Public Utilties Commission ("IPUC" or the "Commission") for an Order
approving an agreement for a fourth, one-year continuation of electric service between
Idaho Power and the United States Department of Energy ("DOE").
In support of this Application, Idaho Power represents as follows:
I. BACKGROUND
1. The United States Department of Energy, through its Idaho operations
offce, operates the facilties at the Idaho National Laboratory Site located approximately

50 miles west of Idaho Falls, Idaho. DOE and its predecessors have been customers of
Idaho Power for many years. Idaho Power supplies electric service to DOE under a
special contract, in accordance with the rates and charges set out in Electric Service
Rate Schedule 30 ("Schedule 30") and its successor schedules.
2. The current special contract between Idaho Power and DOE ("2006
Agreement") was approved by the Commission on May 8, 2006, by Order No. 30030
issued in Case No. IPC-E-06-12. The initial term for the 2006 Agreement ran from May
15,2006, through May 14, 2007. The 2006 Agreement gives DOE the option to request
up to four, one-year extensions of the 2006 Agreement. The 2006 Agreement has
previously had three additional one-year term extensions, all of which were approved by
the Commission. The first extension from May 15, 2007, to May 14, 2008, was
approved by Order No. 30314 in Case No. IPC-E-07-11. The second extension from
May 15, 2008, to May 14, 2009, was approved by Order No. 30536 in Case No. IPC-E-
08-08. The third extension from May 15, 2009, to May 14, 2010, was approved by
Order No. 30816 in Case No. IPC-E-09-14.
3. Idaho Power and DOE have agreed to extend the 2006 Agreement for a
fourth, one-year term running from May 15, 2010, through May 14, 2011 (the "2010
Extension"). Under the 2010 Extension, electric service is provided under Rate
Schedule 30 and, therefore, the rates and charges for providing service under the 2010
Extension are subject to change in any appropriate ratemaking proceeding. DOE has
indicated their load might go above the 45,000 kW Estimated Demand cap shown in
previous extensions. Therefore, the Estimated Demand shown in this extension has
been increased from a range of 27,000 to 45,000 kW to a range of 27,000 to 54,000
kW. This range is within the requirements limit that Idaho Power is obligated to provide

under the 2006 Agreement. The Estimated Annual Energy Usage and the Estimated
Annual Service Cost values in the 2010 Extension have been increased accordingly.
II. RECOMMENDED PROCEDURE
4. Enclosed with this Application is a copy of the 2010 Extension. Because
the previous term of the 2006 Agreement expires on May 14, 2010, Idaho Power
requests that the Commission process this Application on an expedited basis prior to
the expiration of the current term on May 14, 2010. If this proceeding should run past
the expiration of the current term, the Company requests that the Commission approve
the continuation of the previous term of the 2006 Agreement to run until the 2010
Extension is approved. Idaho Power requests that, as was done on the previous three
contract extensions, the Commission issue its Order approving this fourth extension
with no further process or procedure.

IV. REQUEST FOR RELIEF
6. Idaho Power respectfully requests that the Commission issue an Order
with no further process or procedure: (1) approving the 2010 Extension for the
continuation of electric service between Idaho Power and the United States Department

of Energy and (2) approving the continuation of the previous term of the 2006
Agreement until the Commission issues its Order approving the 2010 Extension.
