1. No dollar value can be asribe to sendig childrn home with materials to
educate them or their parents.
2. Most retalers will remove the old appliances. Wht value does the utilty clai
for a valueless servce?
3. New meter inlation saved the utility the labor cost of ''rg'' mete and
acompanyig pesonnel costs, benefits, peions, etc. Did the utility acrdingly
reduce the labor force? The utility benefited at least equa to the cost of the
meters!
Do not ratepayers pay for all intaled generting capacity in their rate base? We ar now
asked to pay again to NOT use some of that generatig capacity. Ar we not payig
twce?
I vehemently oppose your approval of Energ Effciency Services becming
permanent or even continuing.
The cost of the promotion of savig eleccity should be bom by the corporation. as
IdaCorp, not Idaho Power ratepayen, is the entity that profits from the sellig of
the unused electricity.

I strongly suggest that the Energy Efficiency Rider be eliminated unless the vast majority
of funds () 90%) go directly to assessing and implementing reduced
energy consumption for all interested customers.
