The PUC needs to quit i rubber stamping i every raise that Idaho Power proposes. We live
in an i all electric i home that was supposed to save us money on our electricity. Our house
is not real large but is fairly good sized. In the last three years our power has more than
doubled. We are looking at $300.00 or over each month now.
We also own an RV Park and pay electricity on each spot. The power is outrageous. I
think the cose of electri ty , if anything is done, should be cut back on what they can charge.

I am writing seeking the continued support of the IPU Commission toward the continuation of
the energy conservation surcharge and the successful projects that are the result of this
program . Although the media does a very good job of quantifying the total i spent i
(reportedly $50.7 million in 08 & 09) it has done very little to publically recognize the
mul tiple successful conservation projects that were accomplished through the financial
incentive the program provided. Without these incentives many of the matching funds provided
by your customers would not have been made available for projects directly related to energy
conservation as well as improved facilities and systems operations. This many was indeed
invested - not spent. Thank you.

I regard the 4.72 percent rider as i gi ft i money to the utility for the following reasons:
a) The utilities charter is to provide electricity to the consumer as efficiently and
economically as possible.
b) Their rate schedule is graduated to make excessive use as monetarily painful as
legally possible.
c) I would expect the utility to have these i efficiency i programs because of point i a i
above.
Therefore, there should be no need for them to have surcharges or any other add-on fees to
conduct their business.

The Idaho PUC's i Energy Efficiency Services' is not beneficial for a residential customer.
It offers nothing other than a small rebate, ($21.00) for allowing Idaho Power to shut off
your AC during peak times, which they admit WILL NOT SAVE YOU MONEY! After contacting Idaho
Power they informed me this charge was mandated by the Idaho PUC and the program was very
limited for residential customers although farmers have many more options. Farmers already
receive welfare/subsidies and they certainly don't need my $5 to $7 a month. This program was
a very ill thought idea and needs to be discontinued pius I would like my money refunded from
this thoughtless program that serves NO benefit to Idahos residential customers!

The consumer pays to be more efficient and the consumer pays when inefficient. The CONSUMER
reduced the electrical load by 218 megawatts which should have reduced the amount of man
hours required by Idaho Power. This is a saving to the company but yet they are saying this
reduction in output cost them $50.7 million.
In my mathmatical calculations they made money by the reduced man hours required plus a good
portion of the $50.7 million paid by the consumer.
The consumer should be entitled to a portion of the $50.7 million in a reduction of rates and
the rider eliminated.

I am opposed to the continuation of the current Idaho Power conservation projects. The
demand response programs are expensive will little return. The air conditioning project does
little to recoup the expense of the installation of the equipment, the irrigation
conservation project is just a boondoggle to the farmers.
I am not opposed to charging customers a conservation fee, I just do not feel Idaho Power
uses the money to its maximum potential. A better conservation project would be to increase
insulation in homes. This would reduce demand. It would be better run through the State of
Idaho.

Simply put, their actions and increases have caused our family to conserve energy more so
than any other year . With the economy the way it is and future being bleak, We are having to
rob Peter to pay Paul and deal with disconnect notices in order to keep our home. For being

Idaho Power needs to get rid of the
4.72 percent rider, or surcharge, on customer bills.
Idaho Power also needs to come up with a rate plan showing how many people are in a home.
The rate plan is the same for every house no matter how many people live there, so in our
case 6 people are on the same rate plan as 2. Two people use less energy than 6 so the 6
person home will get the higher rates faster. The math would be easy to do rather than
adding another meter. Take for instance the 6 person home, you take the meter reading,
divide it by 3 and start the rates from there. Simple and fair for all.

Is this the surcharge on my bill that exceeds the cost of my usage? I have been wondering
how a surcharge can be more than the amount I am paying to fill the stock tanks. It is a
ridiculous amount to charge. Your bills are already so high that I rarely use more than one
light in my house, I have not used my A/C aii year, and my lawn is all dead for lack of
watering. If this is your way to save customers money, it stinks. As if that is not bad
enough, I have had to install surge protection and phase loss protection everywhere just to
keep you from frying all of my things. No, I do not believe you are saving me any money by
charging me more money.
