On March 16, 2010, Idaho Power Company filed an Application seeking an Order
confirming that the Company s expenditures of $50.7 million in energy efficiency rider funds in
2008 and 2009 were prudently incurred. In its Application, Idaho Power stated it currently offers
16 energy efficiency programs, 3 demand response programs, and several educational initiatives
designed to promote energy efficiency in Idaho. The Company asserted that its annual energy
savings from efficiency activities increased by 62% from 2007 to 2009, representing a savings of
140 Gigawatt hours (GWh) in 2008 and an additional 148 GWh in 2009. The Company also
reported that its demand-side management (DSM) programs reduced its load by 48 MW in 2007
61 MW in 2008, and 218 MW in 2009.
The Commission issued a Notice of Application and Order on June 25 , 2010. The
Commission also set a deadline for Petitions to Intervene. Order No. 32019.
INTERVENTION REQUESTS
The Commission received two timely Petitions to Intervene from the Idaho
Conservation League (ICL) and from the Idaho Irrigation Pumpers Association, Inc. (lIP A).
Both parties alleged a direct and substantial interest in this matter.
Based upon the assertions contained in their respective Petitions to Intervene and the
lack of any objection, the Commission grants intervention to ICL and lIP A.IDAPA
31.01.01.071-074. All written comments in this proceeding and other documents, papers
exhibits and related filings shall be served upon the following individuals:

YOU ARE HEREBY NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules
of Procedure, IDAP 31.01.01.201 through .204. The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
forty-five (45) days from the service date of this Order. The comment must contain a
statement of reasons supporting the comment. Persons desiring a hearing must specifically
request a hearing in their written comments. Written comments concerning this Application
shall be mailed to the Commission, Idaho Power and the two Intervenors at the addresses

received within the time limit set, the Commission will consider this matter on its merits and

set, the Commission will consider them and, in its discretion, may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that Idaho Power s Application, including
attachments, supplements, and the 2008 and 2009 Annual DSM Reports, are available for public
inspection during regular business hours at the Commission offices. The Application is also
available on the Commission s web site at www.puc.idaho.gov by clicking on "File Room" and
then "Electric Cases.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code, including, but not
limited to Idaho Code ~~ 61-301 , 61-503 , and 61-507. The Commission may enter any final
Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that Idaho Power s Application be processed under
Modified Procedure. Persons interested in submitting written comments regarding this case or
protesting the use of Modified Procedure should do so no later than 45 days from the service date
of this Order.
IT IS FURTHER ORDERED that the Petition to Intervene filed by the Idaho
Conservation League is granted.
IT IS FURTHER ORDERED that the Petition to Intervene filed by the Idaho
Irrigation Pumpers Association, Inc. is granted.
