I have concerns about the request for Fixed Cost Adjustments (FCA). I already pay a fee for
a service charge, Power Cost adjustments, Franchise Fee, and Energy Efficient Services on top
of my energy usage. The FCA appears to either be an additional charge for Energy Efficient
Services or Energy Efficient Services is too effective. Ei ther way I think Energy Efficient
Services needs to be looked at and re-evaluatedj not another fee added.

This seems to be about a way for all of us to pay for their bad judgement. I have seen this
slide through in other states. I have NEVER heard of customers getting a credit. They begin
a program to help people use energy efficiently so that our utility cost don't increase, then
because the rate usage is down they scream they aren i t getting enough capital, so we pay for
it either way. (They scream everyone is using too much energy, so we all cut back, then they
would scream they aren i t getting enough money, so they would get a rate
hike.) I am disable because of a heart attack,. My income is fixed.
There were no social security increases this year, but my costs increase in the form of taxes
and medicare premiums. I attempt to lower my expenses including utili ties but if this works
the way it seems my cost go up anyway. I might as well live in the dark. Please say NO to
this increase, Particularly in these economic times.

I do not approve of any of the rate increases for the following:
There names are as follows:
1. Fixed Cost Adjustment (FCA)
2. Advanced Metering Infrastructure (AMI) 3. Pension Funding Especially #3 in these hard
times for all families. It i s just wrong.
The other 2 are the cost of IP doing business, and should be absorbed by investors, not an
open credit card for bad business. They have only hurt rates in other states, let i s not do
it in Idaho.

I am writing with regard to proposed rate increases by Idaho Power. I want to express my
opposition to such increases, which will be used to fund pensions for IPC employees and to
offset reduced usage due to the focus on energy savings. I feel that IPC, like any other
business, should be subject to the ebbs and flows of business and should not be able to
simply increase rates (dramatically in this case) to resolve business challenges they may
face. It' s one thing to have a small increase due to cost of living but to make major
increases (179 to 200%) is outrageous and I adamantly oppose such increases.

The rate increases being requested are absolutely NOT appropriate at this time of financial
stress. Why can i t they reduce costs or profits on themselves like the rest of us are having
to do, rather than just passing them on to us because they think they can?
