SUBJECT: THE PETITION OF IDAHO POWER COMPANY FOR AUTHORITY TO
CONSOLIDATE THE ANNUAL REPORTING REQUIREMENTS FOR
WEATHERIZATION ASSISTANCE FOR QUALIFIED CUSTOMERS
(WAQC) (PETITION TO CONSLIDATE ANNUAL REPORTING
REQUIREMENTS), CASE NO. IPC-E-16-30
On November 23, 2016, Idaho Power Company petitioned the Commission to amend
Order No. 29505 to change the requirement that the Company’s Weatherization Assistance for
Qualified Customers (WAQC) report be filed separately from the Company’s Demand-Side
Management (DSM) Annual Report, and to allow the Company to include this information in the
DSM Annual Report going forward. Petition at 1.
The Company says that the DSM Annual Report contains a section dedicated to
WAQC reporting, and that the reports cover the same time periods and contain similar content.
Id. at 2-3. The Company says that under its requested consolidation of and inclusion of the
required WAQC report information in the DSM Annual Report, all reporting requirements the
Commission set forth in Order No. 29505 will continue to be met. Id. at 3. Consolidating the
reporting will eliminate the requirement to file a separate WAQC report and will eliminate
duplicative reporting and reduce costs. Id. The Company states that it has consulted with Staff,
the Executive Director of the Community Action Partnership Agency of Idaho, and Energy
Efficiency Advisory Group members about the proposal, all of whom expressed support for it.
Id.
The Company submits that the proposal is in the public interest and requests approval
of it by February 1, 2017, with consolidated reporting beginning March 15, 2017. Id. at 4.

STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Petition and Notice of Modified
Procedure, with comments to be submitted no later than January 10, 2017, and reply comments
to be submitted no later than January 17, 2017.
