I have been advised by the Idaho Power Company that they want to raise the rates on three
different catagories. 1- Fixed Cost Adjustment - 2- Advanced Metering Infrastructure. 3-
Pension Funding.
To me all three of these items fall into the catagoryof mismanagement, and should be
financed through the money received by the customers. Tell them to set so much aside for
unexpected expenses or improvements, and cut back on money paid to share holders. Just like
the rest of us are having to cut back.

Number 1? is about a way for all of us to pay for their bad judgement. I have seen this
slide through in other states. I have NEVER heard of customers getting a credit. They begin
a program to help people use energy efficiently, then because the rate usage is down they
scream they aren't getting enough capital, so we pay for it either way. (California is
famous for this. They would scream everyone is using too much energy, so we all cut back,
then they would scream they aren't getting enough money, so they would get a rate hike.)
Number 2? is making US pay for their cost to do business. They want us to have smart meters
so they can reduce employees and get our usage more efficiently (cheaper) then they want us
to pay for the meters II So we pay for their meters, network, and cost associated, and they
have higher dividends to pay their investors and we foot the bill both ways.
Number 3? did you get a pension fund that was paid for by customers? I didn i t hear of any?
In fact I have heard about most companies (big and small) cutting out all invest into their
pension funds because of the economy. IP wants US to pay for their employee pension funds
