Idaho Power is currently seeking approval of yet more rate/cost adjustment requests. One,
the FCA, which the Company seeks to make permanent. Two, the AMI, which concerns 'smart
metering i technology. Three, which concerns pension funding.
These are all issues that should be funded by the Company, not the consumer. I'm particularly
concerned about the first two, which will be funded almost entirely by residential and small
general service customers. I think, in view of current economic conditions, that most Idaho
customers, particularly residential and small business, cannot afford any additional costs
placed on them for basic necessities to which they are a i capti ve market'. This will further
reduce and impair economic recovery and growth in Idaho, and needlessly burden already
struggling consumers.
I find it ironic that Idaho Power openly encourages energy conservation and efficiency
improvements by its customers, then expects to be reimbursed for the revenues lost in the
process, and the costs incurred to implement the programs. It sends a clear message to us
that there is little point in trying to conserve, since we still pay. It's just re-
categorized, and called something else.
I have personally spent many years and a great deal of money to reduce my energy costs, only
to find them escalating every year, no matter what I do. I am not rewarded, I am charged for
the efforts. And my power is still delivered over the same transmission lines and through the
same meter that I had 20 years ago.
And what about the ever-expanding customer base? Perhaps we need more competition in this
marketplace, so that Idaho Power will also become more competitive, and be willing to fund
their own cost- saving and efficiency programs, which is the way most businesses are operated.
At any rate, I urge you to not appove the requests at this time. Or, at the very least,
reduce the amounts that Idaho Power is seeking.
