How can we expect Idaho Power to purchase power for .0756/KW and sell for .07 or less? This
is what has driven our once low power rates beyond what is necessary. You are each
businessmen enough to know this is folly. Hydropower is indeed the most efficient generation
but this cost is too much. IPC has been unable to build additional hydro facilities due to
environmental pressures. Small hydro plants are not efficient and should be allowed only if
the rates will be kept low to compete with large facilities. If the commission uses its
influence to cause large dams/generation you will do Idaho and yourselves a real benefit.
