NEEA is funded by Northwest utilities, the Bonneville Power Administration and the Energy Trust of Oregon. Idaho Power’s share is 8.62 percent of NEEA’s 2010-2014 budget, for a five-year funding amount of about $16.5 million. There is no immediate impact to rates if the Idaho Public Utilities Commission grants Idaho Power’s request, but the money for NEEA participation is included in the energy efficiency rider paid by Idaho Power customers. The rider is currently a 4.75 percent addition to customer bills. The commission is taking comments through April 24 on Idaho Power’s request. Idaho Power maintains that NEEA helps fund the following activities that benefit its customers: n  a commercial new construction initiative that includes an integrated design lab in Boise; n  an energy management program that works with large commercial customers to improve building operations and maintenance to save about 10 to 20 percent of electric energy use; n  the development of energy building codes; n  the evaluation of Idaho Power’s energy efficiency programs to increase their cost efficiency; and n  promotion of increased market adoption of energy efficiency programs in rural markets. Comments are accepted via e-mail by accessing the commission’s homepage at http://www.puc.idaho.gov/www.puc.idaho.gov and clicking on "Comments & Questions."
