In this time of economic uncertainty, when so many people are stuggling just to keep their
heads above water, adding an extra financial burden (no matter how small) just adds to their
hardship. I'd prefer to see this matter re-visited once the economy has improved and Idaho's
9.5 percent unemployment rate (29th highest unemployment rate in the nation as of Feb. 2010)
drops to a reasonable level.

I support Idaho Power's participation in the Northwest Energy Effeciency Alliance (NEEA).
NEEA provides an excellent regional network of expertise in the ever-more important 'green
economy,' which for Idaho specifically includes the exceptional work of the Univeristy of
Idaho's Intergrated Oesign Lab (IOL). IOL represents one of Idaho's critical connections to
the green/ sustainable building industry. The technologies used by the IOL will most likely
become ever more important to our state i s economic development and it is very important that
preserve their expertise within the state. Wi thout NEEA, and Idaho Power i s support of it, we
may lose IOL.
