Raft River is headquartered in the Cassia County community of Malta. The sale includes about 1.45 miles of feeder line and 30 power poles in southern Owyhee County. The line was once used to serve Idaho Power customers in northern Nevada, but it now serves only customers of Raft River. In early 2001, Raft River purchased Idaho Power distribution facilities in Nevada, but did not buy a small portion of the distribution line on the Idaho side of the border. Because the line is used for wholesale transmission transactions, Idaho Power must assess Raft River a transmission rate established by the Federal Energy Regulatory Commission (FERC). A recent increase in those rates significantly exceeds the costs associated with the feeder line and power poles. Raft River, which is not regulated by the commission, serves customers in Idaho, Nevada and Utah. The commission conducted a public hearing on the proposed sale on Jan. 12. Representatives from both Idaho Power and Raft River were present. No one testified in opposition to the sale. The commission directed Idaho Power to file accounting entries related to the transaction, closing documents and the pole attachment agreement immediately following the close of the transaction.
