The feeder line, which includes about 1.45 miles of line and 30 power poles in southern Owyhee County, was once used to serve Idaho Power customers in northern Nevada, but it now serves only customers of Raft River. In early 2001, Raft River purchased Idaho Power distribution facilities in Nevada, but did not buy a small portion of the distribution line on the Idaho side of the border. Because the line is used for wholesale transmission transactions, Idaho Power must assess Raft River a transmission rate established by the Federal Energy Regulatory Commission (FERC). A recent increase in those rates significantly exceeds the costs associated with the feeder line and power poles. Raft River, which is not regulated by the commission, serves customers in Idaho, Nevada and Utah. The commission will conduct a public hearing on the proposed sale on Tuesday, Jan. 12, at 10 a.m. in the commission hearing room at 472 W. Washington St. in Boise.
