The two objections to this case I have are as follows:
I don i t believe the PCA was set up to do what this case as asking for. It is my understanding
that the PCA is set up as a surcharge or credit to the base price of power depending on the
hydro output. I believe this is what it should be used for.
I believe it is in the best interest of Idaho Power and it's customers to have small (7-
iÐ%)annual base rate increases. By not allowing the base rate to be changed for a couple of
years sets up customers for a large base rate increase in the future. According to the Draft
2ÐÐ9 IRP there is 47Ð mw of new generation to come on-line in 2Ði2. Those new capital costs
should be reflected in the base rate.
