Idaho Power Company ("Idaho Power" or the "Company") in accordance with
Idaho Code §§ 61-501,502, and 503, and RP 52, hereby respectfully makes Application
to the Idaho Public Utilities Commission ("IPUC" or the "Commission") for an Order
approving an agreement for a third, one-year continuation of electric service between
Idaho Power and the United States Department of Energy ("DOE").
In support of this Application, Idaho Power represents as follows:
i. BACKGROUND
1. The United States Department of Energy, through its Idaho operations
office, operates the facilities at the Idaho National Laboratory Site located approximately

50 miles west of Idaho Falls, Idaho. DOE and its predecessors have been customers of
Idaho Power for many years. Idaho Power supplies electric service to DOE under a
special contract, in accordance with the rates and charges set out in Electric Service
Rate Schedule 30 ("Schedule 30") and its successor schedules.
2. The current special contract between Idaho Power and DOE ("2006
Agreement" was approved by the Commission on May 8, 2006, by Order No. 30030
issued in Case No. IPC-E-06-12. The initial term for the 2006 Agreement ran from May
15,2006, through May 14, 2007. The 2006 Agreement gives DOE the option to request
up to four, one-year extensions of the 2006 Agreement. The 2006 Agreement has
previously had two additional one-year term extensions, both of which were approved
by the Commission. The first extension from May 15, 2007, to May 14, 2008, was
approved by Order No. 30314 in Case No. IPC-E-07-11. The second extension from
May 15, 2008, to May 14, 2009, was approved by Order No. 30536 in Case No. IPC-E-
08-08.
3. Idaho Power and DOE have agreed to extend the 2006 Agreement for a
third, one-year term running from May 15, 2009, through May 14, 2010, (the "2009
Extension"). Under the 2009 Extension, electric service is provided under Rate
Schedule 30 and, therefore, the rates and charges for providing service under the 2009
Agreement are subject to change in any appropriate ratemaking proceeding. There are
no substantive changes to the contract or the rates.
II. RECOMMENDED PROCEDURE
4. Enclosed with this Application is a copy of the 2009 Extension. Because
the previous term of the 2006 Agreement expires on May 14, 2009, Idaho Power

requests that the Commission process this Application on an expedited basis and
approve the continuation of the previous term of the 2006 Agreement to run until the
2009 Extension is approved.
5. Idaho Power requests that, as was done on the previous two contract
extensions, the Commission issue its order approving this third extension with no further
process or procedure. The Company has consulted with Commission Staff, and Staff is
not opposed to the 2009 Extension and concurs with this recommended procedure.

IV. REQUEST FOR RELIEF
7. Idaho Power respectfully requests that the Commission issue an Order
with no further process or procedure: (1) approving the 2009 Extension for the
continuation of electric service between Idaho Power and the United States Department
of Energy and (2) approving the continuation of the previous term of the 2006
Agreement until the Commission issues its order approving the 2009 Extension.

Hereafter amended or modified by the regulatory body having jurisdiction. (See Article 5 of this Contract).
ESTIMATED ANNAL ENERGY USAGE: 225,000,000 kWh.ESTIMATED DEMAND: 27,000 to 45,000 kW.
ESTIMATED ANNAL SERVICE COST: $ 5.4 to 7.0 Milion.

ACCOUNTING AND APPROPRIATION DATA FOR SERViCE: Payment shall be by current DOE ID Management and Operations
