Re: Idaho Power request for a rate increase
Dear Sirs:
Caldwell Irrgation Lateral District is concerned about the frequent rate increases
granted to Idaho Power. As with all businesses, farers or governent agencies, Caldwell
Irrgation Lateral District creates a budget once a year. We planed on a rate increase in
power, but with Idaho Power being granted rate increases every two or thee months, our
budget just doesn't stretch that far. We have taken steps to cut back, but have seen little
evidence of Idaho Power doing any cutbacks. Is it really necessar for each monthly
biling to have two or thee professionally designed advertisements in it? Is it really a
benefit to include an envelope when a large par of the patrons are paying on-line? We
realize that these are small items, but in this economy, it's the small items that help.
Caldwell Irrigation Lateral Distrct would like to ask you to encourage Idaho Power
to set a yearly budget with only one yearly rate increase. This would allow their patrons to
budget accordingly. We are also asking that the curent requ6stbe postponed until later
this year.

My husband and I are Sr . citizens trying to get along on our Social Scuri ty and what little
savings we have left and you want to increase our power bill AGAIN! PLEASE, PLEASE, listen to
the 'little people this time, the 'nobodys' and DON'T increase our power bill.
This time please don't buy new furniture, wait a year or so to buy your next airplane - do
whatever it takes to keep our power rate the same, no increase AT ALL. We have plenty of
water this year, USE IT!
Thank you for listening and reading - Please reconsider the raise.

We are all struggling during this economic down turn. It seems Idaho Power asks for a hike in
power costs every year. This year commodity prices are down but our expences are still very
high. We have a good water year for hydropower and natural gas prices have fallen quite a lot
since last year. It seems Idaho Power is continually increasing infrastructure which is good
but they always take it out on the farmer. I don't think the farms are causing more demand I
think it is more buisnesses and residential. Irrigation rates seem to get hit the hardest.

KEEP ME ON YOUR MAILING LIST FOR ALL RATE ISSUES.
I AM AGAINST THE PROPOSED 9.3% RATE INCREASE FOR RESIDENTIAL. THIS PAST YEAR WATER IN THE
SNOW PACK IS UP TO NORMAL, WATER HAS BEEN ALLOWED OVER SHOSHONE FALLS, AND SPRING CONTINUES
TO BE PRODUCING MORE RAIN OVER THE STATE.
THE TENDENCY WITH ELECTRIC UTILITY COMPANIES is MORE RATE INCREASES THAN DECREASES. THAT is
CONTRARY TO THE NEEDS OF CUSTOMERS NOW AFFLICTED BY ECONOMIC DEPRESSION--ESPECIALLY LOSS OF
JOBS OR INCOME.
I AM 100% OPPOSED TO ANY RATE INCREASES THIS YEAR. THIS YEAR is NOT THE TIME TO RAISE RATES.
LEAVE THEM AS THEY ARE. LET THE STOCK HOLDERS LOSE A BIT JUST AS THE REST OF US HAVE BEEN
FORCED TO LOSE.
THEY ARE NOT GOING TO SELL YOUR STOCK!!! UTILITY STOCKS ARE OBVIOUSLY, AND YOU KNOW THIS,

I am concerned about Idaho Powers annual rate adjustment increase (11.4% - 9.3% or up to
15.4% for residential customers) request, especially in such a severe economic recession. I
understand that they have invested heavily in capital improvements but should those not have
been budgeted for on a more acurate basis? Idaho Power should not rely on it's customer base
to recoup increased expense or loss of revenue by their own doing at a time when most of
their client base is living either on a limited or fixed income with layoffs and cutbacks
everywhere. They have a monopoly and we, the customer have no recourse. Idaho Power should
review their own fiscal decisions and try to reduce some of these costs and expenses
internally.
