In reality the sale of 502 credits is an issue about the public good. That Idaho Power did
not need the full extent of its 502 credits is a public benefit, but the sale of those
credits means that they will be used by someone else and so it is not a gain for the public
good. As in the past, the Idaho Energy Education Project believes that some of the monies
from the sale of 502 credits should be invested in energy education or some other form that
enhances energy efficiency and conservation. Energy efficiency and conservation are the
cheapest and greenest form of energy. The IEEP would therefore suggest that a percentage of
the 502 sales monies from the two cases before the PUC equal to that which was involved in
the case in the funds set aside for energy education under Case No. IPC-E-08-11, be set aside
for future investments in energy education or other innovative energy efficiency programs
that expand public awareness of the benefit of energy efficiency and conservation. Perhaps a
trust fund could be established via the PUC similar to the telephone trust fund so that money
might be invested to draw interest until an appropriate use appears, for instance that monies
might be part of an ongoing form of revenue for energy education after the two year pilot
program under the afore mentioned case.
