Three of these initiative are of concern to me. The first is the Energy Efficiency Program Funding - - the proposed increase from 2.5% to 4.75% of monthly charges in order to expand energy efficiency programs. If these programs in fact promote energy efficiencies, I would expect Idaho Power to be DECREASING our rates due to the efficiencies they have already implemented per existing programs. Raising rates during this troubled economic period shows no moral conscience. Property values have plumeted but property taxes have not decreased; jobs are lost; and Idaho Power wants to charge consumers for implementing plans that increase its operating efficiencies. If it benefits the bottomline, there should be a decrease in rates, NOT an increase. Please do not permit a rate increase of any kind.
