YOU ARE HEREBY NOTIFIED that on March 13 , 2009, Idaho Power Company
filed an Application for Commission approval of an increase to its Energy Efficiency Rider
Tariff Schedule 91 , from 2.5% to 4.75% of base revenues effective June 1 , 2009. The Energy
Efficiency Rider is a Commission-approved means for Idaho Power to raise funds to support its
demand-side management (DSM), or conservation, programs. The Rider, initially approved in
2002, was a $.30 per month charge to residential customers and a cents-per-kilowatt hour charge
for all other customer classes that provided approximately $2.6 million annually for DSM
programs. In 2004, the Commission approved an increase in the Rider to 1.5% of base revenue
applied uniformly to all customer classes. In 2008, the Commission approved an increase in the
Rider to 2.5% of base revenue, effective June 1 , 2008, which collects approximately $17.4
million per year for Idaho Power s DSM programs.
YOU ARE FURTHER NOTIFIED that the Company s Application states that its
expected DSM program expenditures for 2009 will be $29 668,429. The Company alleges that if
the Rider is not increased as proposed, the deficit balance in the Rider funded account
expected to grow to $16.2 million by year-end 2009. If the Rider is increased to 4.75% of base
revenues, Idaho Power expects the Rider to collect approximately $33 million per year.
YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules
of Procedure, IDAPA 31.01.01.201-204. The Commission notes that Modified Procedure and
written comments have proven to be an effective means for obtaining public input and
participation.

YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or in opposition with the Commission within
twenty-one (21) days from the service date of this Notice. The comment must contain a
statement of reasons supporting the comment. Persons desiring a hearing must specifically
request a hearing in their written comments. Written comments concerning this Application may
be mailed to the Commission and Idaho Power at the addresses reflected below:

have been filed with the Commission and are available for public inspection during regular
business hours at the Commission offices or on the Commission s web site at
www.puc.idaho.gov under the "File Room" and then "Electric Cases.

pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and that the
Commission may enter any final order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Application of Idaho Power Company for
authority to revise the Energy Efficiency Rider be processed by Modified Procedure, IDAP A
31.01.01.201-204. Persons interested in submitting written comments in this matter must do so
within twenty-one (21) days from the service date of this Notice.
